Enrollment Eligibility

Head Start and Early Head Start services are available to pregnant women and children ages birth to five and their families. To be eligible to participate in Head Start, family incomes must be at or below the federal poverty level and children must be three or four years old based on dates determined by the local school district. Jefferson-Clarion Head Start, Inc., however, may enroll some children from families whose incomes are higher than the federal poverty level if they meet other eligibility requirements.


Pre-K Counts services are available to children between age 3 and until the entry age for kindergarten and are at risk of school failure and living in families earning up to 300 percent of the federal income poverty level.


Jefferson-Clarion Head Start, Inc.’s Head Start, Early Head Start, and Pre-K Counts programs accept applications year-round and fill vacancies from its waiting list as they occur. In regards to Head Start and Early Head Start classrooms, children from low-income families have enrollment priority. Children with disabilities may also be eligible regardless of income.
