Required Clearances (not due until hired)
In accordance with the Commonwealth of Pennsylvania Department of Education School Services Unit, ALL APPLICANTS FOR EMPLOYMENT with public and private schools including student teachers and independent contractors and their employees, must undergo background checks. Act 151 (Pennsylvania Child Abuse History), Act 34 (Pennsylvania Criminal History) and Act 114 (FBI) must be renewed every five years.
Having a COVID-19 vaccination is no longer a requirement for employment.
1. Act 151: PA Child Abuse History Clearance ($13.00 per person)
You can submit and pay for the PA Child Abuse History Clearance through the Child Welfare Information Solution (CWIS) self-service portal.
2. Act 34 – Pennsylvania Criminal History ($22 per person)
You can complete this form online and print or download the results.
3. Act 114 – Fingerprinting ($25.25 per person)

You will need to create an account and schedule an appointment. You will also need to bring your enrollment document, ID, and payment (if not already prepaid) to the fingerprint site.You can find designated locations at: https://www.identogo.com/locations/pennsylvania
4. Tuberculosis Test
You will need to visit your healthcare provider or local urgent care center (i.e. MedExpress, etc.) to complete this testing. You will need to bring or send your results (via fax, email, etc.) to Jefferson-Clarion Head Start, Inc.
5. Mandated Reporting Certificate
You will need to complete this free online course, presented by the Department of Human Services, in conjunction with University of Pittsburgh and the Pennsylvania Child Welfare Resource Center. This course can take up to three (3) hours to complete.
